China’s Innovative Solutions to Global Water Security Challenges

Climate change, population growth, policy gaps, and technological limitations have intensified global water security issues. China has made significant strides in water resource management, offering unique solutions and practices to address these challenges on a global scale.
Water is crucial for human survival and development, and managing it effectively is a pressing global issue. Since the early 21st century, extreme weather events linked to climate change have increased the frequency and intensity of droughts and floods, exacerbating the supply-demand gap for water. Many countries face outdated water infrastructure and inefficient urban water systems, leading to water wastage and increased pollution, jeopardizing water quality.
China, with one of the most complex water management challenges, has adopted a comprehensive approach emphasizing “water conservation first, spatial balance, systematic management, and dual efforts.” This strategy integrates flood control, water resource management, ecological protection, and environmental conservation. Utilizing only 6% of the world's freshwater resources, China supports nearly 20% of the global population in terms of food and drinking water security, while contributing over 18% to the global economic output.
To address uneven water distribution, China has introduced innovative measures, including a water rights trading mechanism, optimizing resource allocation through market mechanisms. Additionally, the country has improved flood control infrastructure, rainwater monitoring, and disaster response systems, reducing annual flood losses from 0.51% to 0.24% of GDP. In agriculture, China has advanced irrigation modernization and water-saving techniques, enhancing resilience against water-related disasters. Currently, China manages 70.33 million hectares of irrigated land, which constitutes 55% of the cultivated area and produces 77% of the nation’s grain and over 90% of economic crops.
Mark Archieri, President of the International Commission on Irrigation and Drainage, highlighted China’s rapid development in water resource management, particularly in irrigation and supply systems, with some technologies being globally leading. Philippe Gourbesville, Professor at the University of Nice Sophia Antipolis and a distinguished professor at the China Institute of Water Resources and Hydropower Research, praised China’s water rights trading mechanism for its flexibility and effective regulation of water use, providing valuable insights for other countries.
China’s human-centered, scientifically-driven approach to water management has led to groundbreaking achievements. The country is committed to collaborating with the international community to advance the UN 2030 Sustainable Development Goals related to water and contribute to a new chapter in global water governance.
